Sprawl has recently been used to describe new developments on the periphery of a city, redevelopment of old sites in a city and development of completely new towns or villages outside of existing cities - leaving pretty much no possible type of development.
If you mean to say that you are anti-growth, just say it instead of anti-sprawl.
