Football referees use this phrase over and over even though it's redundant. If it weren't prior to the snap it wouldn't be a false start or illegal motion or encroachment now would it ? Someone told me that most NFL officials are professionals (doctors, attorneys, businessmen) who work the games on a part time basis . Every time I hear a presumably learned man use this throw-away phrase it makes the hair on the back of my neck stand up.
