this phrase is supposed to be a more effective phrase than 'suicide bomber', because it focuses on the death of the victims, rather than that of the perpetrator. However, this is completely misguided, as it is the perpertrator's willingness to die that makes this tactic effective, and 'homicide bomber' would more accurately describe the rather run of the mill tactic of concealing a bomb in a public place. Since the defining characteristic of a suicide bomber tactic is the willing death of the person wearing the bomb, there seems little point in denying this for PR purposes.
