The phrase is actually a shortened form of "cooperative," as in a cooperative venture where several like-minded businesses pool their resources for shared profit. It is now being used for anything that might remotely be shared. "Co-op" is often confused with "co-opt" which is another way of saying "hijacked" or "pirated."
