carrot-and-stick approach
The origin of this is in the way one encouraged a donkey to haul you and your cart around: you tied a carrot on a string, tied the string to a stick, and held it in front of your donkey's nose, which led them to try to reach the carrot, which always moved away as they walked. It DOES NOT MEAN carrot (treat) and stick (thwack). Really.
