at this time
It means "now", but is often not even necessary. It is a sample of the fluffy polysyllabic blather that keeps replacing concise, useful words. I am not sure why it is used, possibly as a rhetorical flourish? Often heard on commercial airline flights. "At this time, please fasten you safety belts."
